UNKNOWN OCI STATUS 1804

Hello,
Does anybody know what could cause this (beside ORACLE_HOME and NLS settings) ?
DBI->connect() failed: (UNKNOWN OCI STATUS 1804) OCIInitialize. Check ORACLE_HOME and NLS settings etc.
