Are you using ActiveState Perl on Windows? Looks like Windows from
your f: path.

I had trouble a month or so ago because the new PPM DBD-Oracle module
installs the Oracle Instant Client, which seems to behave differently
than the old full client I had.

I found an answer (

) about setting the NLS_LANG environment variable to "American" but
I wanted a more global solution. The Instant Client FAQ (
http://www.oracle.com/technology/tech/oci/instantclient/ic-faq.html )
helped me out - I had to update NLS_LANG in the registry in
HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE

Hope that helps. I don't understand how the link to the thread
culminating in the advice "DBD::Oracle no longer works with Oracle 8'
applies to your situation since you said you're using Oracle 9...
