Depending on your Perl version, you might try http://www.cedet.dk/perl
- it has copies from ftp.esoftmatic.com for AS Perl 5.8.0,2,3,4!

I tried a few sites, but can't see Oracle stuff.
As a last resort, try http://dada.perl.it/#ppm
and go round the PerlRing site by site :-(.
Maybe one or both of the regular sites will be back up tomorrow. *sigh*
