Re your troubleshooting document:
Setting ORACLE_HOME on windows is not supported.
In fact, the oracle installer will remove it if it is found as an
environement variable.
I have set it in my user environment, and used scripts to manage it at a
user session level,
but do not do so on a global level, with one or two special cases as
exceptions.
(SAP on a single homed server)
Setting ORACLE_HOME globally on a multi-home Windows box can
wreak all kinds of havoc when patching Oracle.

Hello DBI-users,
After some requests, I've uploaded an Oracle Troubleshooter HOWTO to my
homepage, that should help you if you get "Can't load Oracle.DLL" and
similar errors with DBD::Oracle.
