Re: regarding installing dbd-oracle

First I would use the activestate DBD::Oracle that would be your best bet.

It also looks like you are missing one or more of your Oracle client OCI files. You may have to put a link to it in you enviornment variables.
Have you installed an Oracle client on this box?

There is a detailed instruction on how to install DBD::Oracle in the README.win32.txt file that is part of the DBD::Oracle tar follow that and you should have no problems.
