Now, that's what I call a FREQUENTLY asked question.
If you did not read the DBI FAQ, do it and you will find your answer. Some hints:

And, not stated that clearly in both documents: You can also access Access via DBD::Proxy or the new DBD::Gofer (both part of the DBI distribution), for both, you need to run a Perl process on the Windows machine.
