DBI and DBD::Oracle 1.19 should be compatiable with any version of Oracle going right back to 7. It is more a matter of which Oracle Client you complile DBD::Oracle against. Basically any new client should be able to connect to an older database.
There are of course problems with different patch sets and bugs etc in Oracle as well you will have to take into consideration that you might have to use 32bit binaries on a 64bit machine.
