Installing Oracle by RPM? Not familiar with that.

Also not too familiar with instant client.

The problem you are experiencing is likely due to a lack of SGID
on the oracle binary.

In ORACLE_HOME there is likely a shell script named 'root.sh'.

Shut down oracle and run root.sh, as root.
It sets a number of permisions.

That should take care of it.
