Perhaps you should look for an answer to this in an operating systems newsgroup
because what you want is by no means Prolog specific (or relevant).
BTW, as far as I know, the answer is no.
App-layer kludges of this kind have existed in Windows, I believe.
(Phar-lap?)
They are not so portable;-)
