If you by "RAD tool" mean "GUI builder", I'd recommend wxFormBuilder
for wxPython, QtCreator for PyQt or PySide, and GLADE for PyGTK.
Personally I prefer wxFormBuilder and wxPython, but it's a matter of
taste.
