Linux vs WinXP performance

( My apologies in advance if I double posted this, but I think I had an Email hic-cup
when the first one went out)
I know I am gonna get slammed on this one, but I need some thoughts on this other than my
own.
put simply:
binary programs I run with the tcl "exec" call under Linux run 12 to 20 times faster than
they do run the same way under WinXP.
Also noted, Linux will toss 99% of CPU to a program that needs it, While WinXP seems to
never let my programs have more than 25%, even if I run them with "high" or "realtime"
priority.
All tesing done on the same box (Twin Xeon 2.7, 2 Gigs Ram) just rebooting to a different OS.
I expected a performance hit, but not like this. Am I missing something. (Should I
recode the binary in "C" ? ...Oh God , please say no )
Most of thee binaries are are Pacal Source compiled with the FPC compiler using same
switches, except the Target OS.
your thoughts would be much appreciated.
