I suspect you will need to update to 7.5.5, which is freely
downloadable from Apple as a complete OS.
You will also need CFM68k if you want to load extensions, don't
remember if that comes with 7.5.5 or is a separate download

the 8.4.2 Full Installer contains statically linked 68k binaries as
well as dynamically linked binaries with shared libraries (which will
need CFM68k).
Be aware that the 68k binaries have been much less tested/used than the
PowerPC ones, IIRC the tcl test suite passes though.
Also, there will not be any further binary distributions (at least from
me) for Mac Classic, moreover Classic support is being removed from
tcl/tk 8.5.
