If everything else were equal between developing between Java or Tcl
(and, granted, it isn't), then deployment via Java .jar files seems to
me to be a simpler matter than deploying via starkits.

The reason is that it seems a greater likelihood that the runtime for a
Java .jar would be present on a random client computer than the tclkit runtime.
For that matter, I'd expect there to be more precompiled and ready to download
platform binary distributions for Java runtime than tclkit runtimes.
