Rivet on remote linux

I was just reading [Web-hosting companies that offer server-side Tcl]
on the wiki.
I have a linux web account at www.cheapwebhost.us which allows
perl, php, cgi etc but it doesn't have TCL. I managed to get a
simple page driven by TCL by uploading a linux version of tclkit.exe
to it but I would really like to play a little with Apache Rivet.
They allow me to configure apache handlers. However I don't
have the necessary binaries as I only have windows available
for compilation etc. Also I don't know if I would need a separate
installation of TCL there. I can't just go and run an
installation program there - I don't have an interactive login and it
would be no good to have dialog boxes popping up on a server
which I can't see.
Is anything technically feasible in such a situation?
And am I likely to annoy the webhost by trying?
