Is TCL/TK owned by General Dynamics?

Hello,

     Is TCL/TK owned by General Dynamics?
     If not, then how can one go about proving this? To someone who
is rather computer ignorant (not like "your grandma" ignorant, but
like "your boss" ignorant)
