floating toplevel windows on Mac OS

Hi,
I'm trying to get a balloon help widget working on a Mac OS X
system running TclTk Aqua BI 8.4.6.1.
My problem is well-known (I think): The toplevel window that is
used to display balloon help "steals" the focus.
I've seen documentation around recommending the use of the
"unsupported1" & "wm attributes -style" commands, but neither
appears to be implemented.
Has anyone had any success getting balloon help widgets working
in a similar environment?
Any pointers/help muchly appreciated.
