Adding to the system menu on 'Windows

Why doesn't this work:

  % menu .mb
  .mb
  % . configure -menu .mb
  % menu .mb.system
  .mb.system
  % .mb.system add command -label "A new item"

? I expect to see "A new item" in the menu when I click on the icon in
the upper left corner of . but I don't see it. I haven't done this in a
long time. Have I remembered the technique wrong? Is this not still
true in Tk 8.4 on W98?
