How to release PC port COM

Hello,

I want to force a COM serial port to be released under Windows XP. This is
helpful when the an aplication has crashed and the port COM is still owned
by the crashed process. This release operation shall be done without exiting
the windows session. Is there a TCL command to do this when the handle is
lost. Or is there special key in the windows register base ?
