Oratcl 4.3 fails to initialize on Solaris with Oracle 9

I have successfully compiled tcl 8.4.9 and Oratcl 4.3 on Solaris 8
against Oracle 9.2.0. I set my ORACLE_HOME to the location of Oracle
9.2.0, fired up tclsh and did a 'package require Oratcl'. I got this
error
"Oratcl_Init(): Failed to load % with error"
However, when I changed my ORACLE_HOME to point to a 8.1.7 Oracle
installation, the package require command was successful and I was able
to run queries against the database. Is there any additional
configuration that I need to set before using Oratcl with oracle 9.
