That might be the source of the problem.
I've encountered similar problems in the past when trying
to send email to Outlook users -- they complain that they
"can't see the attachment", even though it is in fact there,
and as far as I can tell the email message is fully compliant
with all of the relevant RFCs. My guess is that Outlook
just doesn't correctly interpret MIME messages.
IIRC, if you poke around enough in Outlook's menus you can get
the attachment to show up eventually (this may involve saving
message to a file and opening it in some other program; I have
blissfully forgotten the details). I also seem to recall being
able to hand-edit the outgoing message, inserting line breaks
at judicious points in the Content-Type: header to make things
work.
