tell your LanAdmin group, Tcl is not GNU software. You may as well

I want to underline this, Fernando: VERY little of Tcl-related
software is GNU; in particular, Tequila (and comm and ...) have
quite liberal licenses.
Moreover, Tcl software is, in general, content to be installed
locally; nearly all of my daily work is with local copies of
software.
At the same time, I wonder whether your "LanAdmin group" says,
"GNU software", but *means* something quite different.
Finally, it's generally possible for non-administrative users
to open "high" sockets, even if default ones are blocked. We
can help you with that if it becomes an issue.
They did not use the word GNU, that was my doing.
Can anybody help with the trouble?
