Tcl/Tk 8.5 and unusual characters

Tcl/Tk 8.5 handles some characters and input methods quite strangely.
SCIM doesn't work at all. An attempt to insert accented characters
using Alt Gr + (;, e), for example, types ´ when ; is pressed, then a
standard e. There was a period when it was replacing all instances of
ô with the letter w, but I cannot now reproduce this.
