There is a package called Gnocl: http://www.dr-baum.net/gnocl/. It
connects Tcl with Gtk and Gnome... I don't know specifics on how to use
it with the Gnome notification area or other Gnome related stuff - but
I read somewhere that it makes such things possible that you are
looking for. It is certanily a interresting topic, and if you find out
more, it would be interresting to hear your experience.
