Yes. The extensions in ActiveTcl all have cooperative BSD licenses.
(The overall ActiveTcl distribution - including their installer - is
something else, but you're not looking to redistribute that.)

IANAL but i think there is seperate copyright for collections, so there
may be a different license for distribution of the binaries built by AS.
Wasn't the right to distribute binary libs outside your organisation one
of the things AS sells their TDK for.
