It depends on the jurisdiction. It's not universal. (Interestingly, the
ActiveTcl license doesn't specify a jurisdiction; IIRC that means it is

so there
may be a different license for distribution of the binaries built by AS.
Wasn't the right to distribute binary libs outside your organisation one
of the things AS sells their TDK for.

The question is really whether the binary libraries in question can be
considered to be derived from ActiveTcl, or whether ActiveTcl is
derived from them. The language from the license in question (i.e. Term
2 from the AT license) is obviously written in legalese, and so it is
hard for programmers to understand. :-\

(If still wracked in doubt, build your own libs from sources or do
everything based off the tclkit/starkit "distribution" which is clearly
intended to be redistributed.)
