tk_chooseDirectory on Windows XP gives you an entry and a tree display.
Navigate in the tree to the directory in which a new directory is to be
created.
In the entry, you can type the name of a non-existing directory, which
will be returned when clicking [OK]. The calling code can do a [file
mkdir] with that name - does not hurt if the directory does exist,
creates it otherwise.
