Maybe, maybe not. However, if he is going to do any meaningful work

It's also not your job to be his mother. Personally, I found your
response rather rude, and as a noob, would have been quite put off by
it. Not everyone who asks a simple question is sitting at a desk at
school doing homework that was due last week. (Of course some are, but
at least if he was one such person, he'd put in a minimal amount of
effort to hide the fact ;) ).
As has been pointed out, you didn't even stop to enquire about the
environment in which this TCL script would be running, if in fact
Expect was even ALLOWED. I know personally of one situation in
particular where the installation of something like ActiveState to
obtain Expect, would have required substantial paperwork, including a
fairly detailed impact statement, followed by several months of
testing to ensure that it doesn't interfere with existing functions.
And that's before they even get to look at ActiveState (and hence
Expect).
The more appropriate responce, would have been to provide guidance on
solving the problem within the constraints of what was given, and THEN
express your concerns about the need for Expect and further
understanding.
And yes, I am having a bad day today. :)
