Tclhttpd correctly serves it. It looks like a valid Html link and all.
But whenever I click on it, nothing happens.

What do you mean by "nothing happens?" - i have no problems here with
such simple things...
Did you read the basic documentation which should be accessable under
http://localhost/learn/
?
