The Tablelist widget already has default bindings that include basic navigation. See the "Default and Individual Bindings for the Tablelist Body" section of the Tablelist manpage.

Anyway, I'd guess that your problem might be related to the fact that your tablelist body doesn't have keyboard focus. Try clicking in the body of the widget and then see if your navigation works as expected. If it does, you can always perform some trickery with the [focus] command if necessary to get the feel you're after...
