showstopping problems with ActiveState 8.5 and iwidgets

I'm just hitting hurdle after hurdle when trying to use ActiveTcl 8.5.0.0 beta 9 (nee tcl/tk 8.5b1) with some legacy code. Either this beta is just totally busted or I'm doing something stupid.
First, when trying to use teacup to install Itcl 3.4 it refused because it required 8.4. I worked around this with teacup install --force. Likewise for Iwidgets. Now, everything loads fine.
However, now I get the following error when I do "inherit itk::Toplevel" in a class definition:
cannot inherit from "itk::Toplevel" (class "itk::Toplevel" not found in context "::")
I've emailed support but am hoping maybe somebody here will answer more quickly. What am I doing wrong?
