May be a bit of a dumbo

I am seeing the following error when I try to run wish

vgamd81> wish
Application initialization failed: Can't find a usable init.tcl in the
following directories:

So do I have to set the part too for finding the init.tcl
It also says that may be the installation was not complete. What to do
in this above case
