It keeps someone who does a reply-all to the bcc'ed mail from
embarrassing themselves? It's not that it's an attachment - it's that
it's not sent with the same to/cc headers.
I have noticed the same thing as the original poster, but never bothered
investigate.
As no-one raised a bug it therefore remains uninvestigated.
Other than being an attachment, BCC works, so I never thought of it as a
bug. More of a pain in the *** than a bug.
