Thanks Larry,
I eventually had to "teacup install --force ActiveState::ActiveTcl -is
profile". Wait for tons of stuff to go by, then "teacup install --force
Expect". This finally worked, and Expect seems to be running. (Did I mention
this was for Windows XP?)

From a command line, type
teacup install ActiveState::ActiveTcl
If you get an error, you mgiht need to add something for proxys, etc.
- stop by http://wiki.tcl.tk/teacup or here and let us know the error
to help you get the pieces installed.
Note that this installs expect along with a number of other useful
commands.
