It seems, that there is inconsistency in directories naming; there is a
difference(?) between naming convention in Win 95/98/NT/200x/XP - and Vista.

The former have "localized" directories names - while Vista seems to have
just pure english terms as directories names. As a consequence, there is
inconsistency between real directory names, and those taken from "env"
output. For example: a friend of mine has login "Mirek" on his Vista. His
"documents" directory has real name "C:\Users\Mirek\Documents" - while the
name "env" reports is: "C:\Users\Mirek\Moje dokumenty" (and it will be true
for _former_ versions of Windows).

The above needs verification, as I'm not Vista user, and cannot verify this
by myself. If this is true - there's a question, is it a permanent change,
or just "passing phase" - and in the future the directories names will be
"localized" in Vista as well, like in earlier versions.

I am not sure I have understood the exact problem. Perhaps it is a problem of the vista version in use?

I am using vista 64 ultimate, English version. In the ultimate version you can localise the GUI language in various languages, and I have localised it to Greek. So, in the explorer I see the names of folders localised. However, this is only visualisation: the file system still uses the English names of folders and so do the environmental variables.
What are the details of the system where the inconsistency is observed?
Also, can you post all the environmental variables?
