usenet doesn't have "a server" - it has hundreds of thousands of
servers. And some of those people have the bizarre belief that anyone
has the right to post anything anywhere, and so they make their
systems available to spammers, while others believe that any attempt
to remove such usenet postings should be fought.

So the answer to your question is "yes, if you are running your own
usenet server, then you can run software that removes certain
identified postings" and "no, there is no way to remove all such
postings from everyone's view of the groups".
