I agree on this observation (with emphasis on "neat").

Otoh, tcl-devs didn't really ask whether changing [clock scan ...]
unnecessarily broke more scripts than inevitable, and it surely
broke far more real scripts, than something like e.g. %{$a+$b}
would.
