http://expect.nist.gov/ no longer provides source and bin.

Expect is public domain sources, so noone can "purchase" the rights.
ActiveTcl includes Expect for Windows, which is 5.43-based. The
sources are available for that, just not in the standard area because
someone with time and knowledge has to incorporate the Windows port
back into the mainline.
