was using Notepad++, but the syntax highlighting is a little weird.
FWIW, Zeus is a Windows based programmer's editor and it does TCL
syntax
highlighting and code folding:

Zeus is also fully scriptable and Zeus scripts can be written in TCL.
NOTE: Zeus is shareware.
