How does one submit patches for tcl.m4?

I frequently have to patch tcl.m4 when compiling with GCC building 64-
bit TCL or extensions on HP-UX-IA64. There are a few minor changes
that make this possible and it seems that many extensions rely on
tcl.m4 so it would be nice to get the baseline updated.
Note, sometimes I need pass some additional flags via CFLAGS or
LDFLAGS because of the cranky HP linker, but I assume others building
on HP-UX would be able to handle these issues. This primarily has to
do with specifying a standard location for libgcc without bloating the
built executables with useless user-specific library search
directories.
